Microsoft has published the hardware requirements to run Windows Vista.
Vista Capable
* 800MHz Processor
* 512MB System RAM
* DirectX 9.0 Capable Graphics Card
* 40GB HDD, with 15GB free
* DVD Drive
* Audio and Internet Capabilities
Vista-Premium Capable (Able to display full Aero Glass effects)
* 1 GHz, x86/x64 Processor
* 1GB System RAM
* DirectX 9.0/Pixel Shader 2.0/32 bits per pixel/64(128, 256 per higher resolution) MB Graphics Card
* 40GB HDD, with 15GB free
* DVD Drive
* Audio and Internet Capabilities

Not too bad, tho a lot of people with onboard video codec's are going to need to buy a video card.
I am not an ATI user so couldn't say what the version series and model numbers concerning ATI video cards are, but, for Nvidia video cards, a DirectX 9 card means at least a Geforce FX 5200.
